Dry Concrete - Under Membrane or Coating
General purpose acrylic or epoxy primer. Confirm moisture below 4% MC. Apply at manufacturer's coverage rate - do not dilute.
Damp / Green Concrete - Under Epoxy
Moisture-tolerant epoxy primer. Test MC: 4–8% use damp-tolerant grade; above 8% delay or use PU alternative.
Weak / Dusty / Old Concrete
Penetrating consolidation primer (silicate or low-viscosity epoxy) before any topcoat or adhesive. Pull-off test post-treatment.
Under Tile Adhesive on Screed
Diluted acrylic primer to regularise porosity. Mandatory on fast-absorbing lightweight screeds.
Structural Steel - Anti-Corrosion

The primer is rarely at fault. The failure is almost always in how it was specified, prepared for, or applied. Here are the six most common primer-related failures on UAE projects - with exact product remedies.
Membrane Lifting at Upstands and Penetrations - Primer Was Omitted to Save Time
On fast-track UAE projects, primers are the most commonly omitted step in waterproofing installation. Contractors argue that "the membrane worked without primer on the last project" - but concrete porosity varies dramatically between pours, and primer omission that went undetected on one project guarantees failure on another. Upstands and penetrations fail first because these are areas of stress concentration where adhesion is most critically needed and where primer is most often omitted due to access difficulty.
Epoxy Floor Blistering - Moisture in Concrete Wasn't Tested
Epoxy floor coatings on new concrete slabs in UAE projects routinely blister because contractors do not test moisture content before application. Green concrete - less than 28 days old - contains significant moisture that cannot be seen but will drive through a solvent-based primer and push blisters up through the coating under summer heat.
General Purpose Primer Failing on Laitance-Covered Concrete
Laitance - the weak, powdery layer of cement fines that forms on the surface of placed concrete - is invisible once dust has settled but provides zero tensile strength. Primer applied over laitance bonds to the laitance, not the concrete. The first thermal cycle pulls the entire system off the surface in sheets, with laitance still attached to the membrane underside.
Activator Failing on Powder-Coated Aluminium - Wrong Product Specified
Different sealant chemistries require different substrate activators. The activator suitable for neutral-cure silicone on anodised aluminium is not the same as that required for polyurethane adhesive on powder-coated aluminium. Primer Dried Out Before Membrane Applied - Open Time Exceeded in UAE Summer
In the UAE summer, solvent-based primers can reach their "tack-dry" open time window and pass through to "over-dry" in as little as 20–30 minutes on south-facing substrates. Membranes applied to over-dried primer bond poorly or not at all - the primer has lost its chemical reactivity and become a contaminating layer rather than an adhesion promoter.
General Purpose Primer Failing - Over-Diluted to Extend Coverage
Diluting primers beyond the manufacturer's recommendation to increase coverage area is common practice on UAE sites under budget pressure. Diluted primer loses viscosity, film thickness, and active compound concentration - the result is an under-performing primer layer that looks correct but delivers a fraction of the specified adhesion improvement.

In almost all cases, yes - primer is mandatory before waterproofing membrane application on concrete and masonry substrates. Primer equalises surface porosity (preventing the membrane from being absorbed unevenly), improves tensile adhesion by 200–400% compared to unprimed surfaces, and consolidates weak or dusty surface layers. The only exception is when the membrane manufacturer's technical data sheet explicitly states "no primer required" for a specific substrate condition - which is rare. Skipping primer to save time is the single most common cause of waterproofing failure in UAE construction.
A primer is applied to porous substrates (concrete, masonry) to improve adhesion of systems above. An activator or adhesion promoter is a chemical treatment applied by wipe to non-porous, low-energy surfaces (glass, aluminium, PVC) to create surface chemistry that enables adhesive or sealant bonding.
